My vision is simple yet ambitious:
To transform Delta State into Africa's leading sub-national economy a globally competitive, technology-driven, industrialised and prosperous state where every citizen has the opportunity to thrive, every community is connected, and every family enjoys security, dignity and a better quality of life.
Delta State possesses abundant natural resources, an energetic youth population, fertile agricultural land, vibrant cultural heritage and enormous human capital. Yet our greatest resource is not beneath the ground it is our people.
The time has come to build a Delta State where government works efficiently, businesses flourish, communities prosper and every citizen can confidently say that tomorrow will be better than today.
This vision rests on fourteen transformational pillars.
1. Digital Government: Building Africa's Smartest State
The government of tomorrow cannot continue to operate with the systems of yesterday.
My administration will completely digitise government operations, creating a transparent, efficient and accountable public service where citizens can access government services online from anywhere.
We will establish a single digital government platform integrating revenue collection, budgeting, procurement, licensing, land administration, taxation and public records.
Our talented young ICT professionals will be recruited to design, build and manage these systems, making Delta State a leading hub for digital governance in Africa.
Digital government means:
- Faster public services
- Elimination of unnecessary bureaucracy
- Reduced corruption
- Improved revenue generation
- Better working conditions for public servants
- Greater transparency and accountability
Government will finally work for the people not the other way around.
2. Agricultural Revolution: From Oil Dependency to Food Prosperity
For decades our economy has depended heavily on oil and gas. The future demands diversification.
My vision is to make Delta State Nigeria's agricultural powerhouse.
With the new national tax framework providing incentives for agricultural businesses, we will aggressively invest in commercial agriculture, mechanised farming, agro-processing and agribusiness entrepreneurship.
Our objectives are clear:
- Put more money into the hands of farmers
- Achieve food security across Delta State
- Reduce the cost of food
- Improve nutrition and public health
- Create thousands of rural jobs
- Increase agricultural exports
Agriculture will become a major engine of economic growth rather than a subsistence activity.
3. A Health System that Works for Everyone
Quality healthcare should never depend on where someone lives.
Every ward in Delta State will have a fully functional Primary Healthcare Centre equipped with modern facilities, qualified healthcare professionals and reliable medical supplies.
We will:
- Upgrade hospitals with modern medical technology
- Digital health records for deltans through their respective wards.
- Recruit and train doctors, nurses and healthcare workers
- Expand specialist healthcare services
- Improve emergency medical response
- Strengthen preventive healthcare programmes
Healthy citizens build prosperous societies.
4. Modern Infrastructure and Integrated Transport
Economic development begins with infrastructure.
Every community deserves access to reliable roads and efficient transportation.
We will:
- Construct rural farm-to-market roads
- Improve urban road networks
- Introduce modern road markings and enforce traffic regulations
- Expand street signage and safety systems
To reduce pressure on urban centres and stimulate balanced development, we will partner with private investors to design, build and operate modern rail networks connecting all three senatorial districts.
We will also establish cold-chain logistics and food preservation centres to reduce post-harvest losses and position Delta as an agricultural export hub.
5. Security, Justice and Safe Communities
Development cannot thrive without security.
My administration will strengthen partnerships between communities, the Nigeria Police Force, state policing institutions and local security stakeholders.
We will introduce:
- Community-based CCTV surveillance systems
- Smart security monitoring centres
- Technology-enabled crime prevention
- Faster emergency response systems
- Stronger support for law enforcement agencies
Justice will be impartial.
No individual, regardless of status, will be above the law.
Law and order will become the foundation of peace and prosperity.
6. Energy Security and Sustainable Power
Reliable electricity powers economic growth.
Delta State will embrace a diversified energy strategy combining:
- Gas-to-power projects
- Solar energy
- Wind energy
- Waste-to-energy generation
Public institutions including schools, hospitals, courts, libraries, parks and street lighting will progressively transition to alternative energy sources.
Waste recycling centres across the three senatorial districts will not only improve environmental cleanliness but also generate electricity, creating a circular economy where waste becomes wealth.
7. Industrialisation: Making Delta a Production Economy
A prosperous economy produces more than it consumes.
We will revive dormant industries including:
- Delta Steel Company
- Delta Glass Company
- Asaba Textile Mill
- Koko Port
- Rubber manufacturing facilities
- Agro-processing hubs
Working closely with the Federal Government and private investors, we will restore these strategic assets to full productivity.
Industrial clusters, manufacturing zones and export processing centres will create thousands of jobs and position Delta State as one of West Africa's leading industrial destinations.
8. Education for the Future
Education must prepare young people for the jobs of tomorrow.
We will modernise:
- Primary schools
- Secondary schools
- Technical colleges
- Universities
- Polytechnics
Every learner should have access to:
- High-speed internet
- Digital learning tools
- Modern laboratories
- Well-trained teachers
An apprenticeship partnership programme with businesses across Delta State will bridge the gap between education and employment, ensuring graduates possess practical skills demanded by industry.
9. Digital Skills and ICT Innovation
The digital economy will define the next generation of prosperity.
We will expand broadband internet across the state, establish ICT innovation centres and integrate coding, artificial intelligence, robotics and digital entrepreneurship into school curricula.
Technical colleges will be revitalised to produce highly skilled professionals capable of competing globally.
Delta youths will become creators of technology not merely consumers.
10. Women: Empowering the Backbone of Our Economy
Women remain central to family welfare and economic development.
Our administration will establish dedicated grant programmes, business development support, vocational training and access to finance for women entrepreneurs.
When women succeed, families prosper and communities become stronger.
11. Beautiful, Sustainable and Liveable Communities
Every town and village deserves to be clean, organised and attractive.
We will enforce planning regulations while investing in:
- Urban renewal
- Rural development
- Tree planting
- Landscaping
- Public parks
- Traffic lights
- Modern drainage systems
- Environmental sanitation
- Digital numbering and GIS
Waste collection will be decentralised by empowering private logistics operators to provide efficient door-to-door services linked directly to recycling centres.
Clean cities are healthier, safer and more attractive for investment.
12. Culture, Tourism and Creative Economy
Delta's cultural diversity is one of its greatest competitive advantages.
We will restore historical landmarks, revitalise riverine tourism, beautify waterfronts and improve access roads to tourism destinations.
Our vision includes:
- Cultural festivals
- Public sculptures
- Family parks
- Children's recreational centres
- Heritage preservation programmes
Tourism will become a major contributor to economic growth while strengthening unity among our diverse communities.
13. Youth Development and Sporting Excellence
The future belongs to our young people.
We will establish world-class sports academies across the three senatorial districts to identify, nurture and develop exceptional talent.
Annual state-wide sporting competitions will promote unity, reduce youth unemployment and combat social unrest.
Sports will become a pathway to education, employment and international recognition.
14. Social Protection, Elderly Care and Family Support
A compassionate society protects its most vulnerable citizens.
Our elderly deserve dignity after decades of service.
We will introduce:
- Monthly senior citizens' support stipends
- Free healthcare for senior citizens
- Free public transport passes
- Legislation establishing modern care homes in partnership with private organisations
We will also introduce maternity support initiatives through legislation, providing financial assistance to first-time mothers and child development support from birth to adulthood, linked to proper birth registration and local government enrolment.
